You should if possible. Unfortunately it would probably be very difficult to prove which is probably why so many people getting away with scamming people in this business.
I may just be preaching to choir here but you got to be real careful when you purchasing autographed memorabilia off the internet. Anyone can slap on a hologram and number along with a COA, and that does happen, so you got to make sure your doing business with a reputable, well-established company. I also noticed this person may be using some slick wording such "hand signed" (by who, the athlete or yourself?) and mentioning it's not a reprint. Both of these statements may be true but they aren't telling you that it was actually signed by the athlete. The fact that the price is so much lower may also be a red flag.
I may be wrong, maybe he/she is a legitimate, great person but I'd use caution.

Not a dime. My friend's company does business w/him. He came by the office and signed a few gloves. She knows Im a huge boxing fan, so I got one. Yay!
