No, I don't think he would have been as great. Just like he wouldn't have been as great if he was slower, had a weaker jab, couldn't take a punch and have stamina issues.
Problem is, he WAS tall. That's how those things work.

I dont think this is a bad thread. If Mohammed Ali was smaller, would he have been great enough to still win the fights he won ?
Many people here say Mohammed Ali is the greatest boxer ever, and not Rocky Marciano. But, Rocky Marciano was much smaller and yet he never lost. Mohammed Ali was taller, and he lost several times.
So, you see, this is not a bad thread. Would have Mohammed Ali been able to be the greatest if he had been born as Rocky Marciano ! The answer is definitely NO !
