Haye already has a date and arena for his next fight, i doubt it'll be against someone huge.
If I'm Haye/Golden Boy, I'd throw out a press release, expressing interest in stepping in "for the greater good of the heavyweight division", and take a risk on Valuev's people calling their bluff.
Although on his not being ranked - he was recently a unified champ, which would make him a super champ w/ the WBA prior to his vacating. If it came to that, they could grant an exception, though it's normally only done for current champs.

True but Value has a very good chin and Haye would have to punch up towards Valuev which would take some sting out of his punches and the size differential for his first fight at heavyweight could be too much.
