I think in the long run Floyd will be seen as a top twenty ATG, maybe higher. Like Roy Jones, his skills are such that it is possible to predict with a fair degree of confidence that he would have been able to compete pretty well with the greats of any era.
It is hard to imagine anyone saying that now, but I think that the passage of time tends to add lustre to any top level career, as fans look back fondly on the greatest fighters of their youth. As time goes on all this "he should have fought him, no him, no him" will be forgotten, and we will be left tending to evaluate Floyd on his skills, which from where I stand, are top of the line.
Also, he's not finished yet, and may go on to fight Cotto, and who knows who else at welter and higher weights. He might not do too, but I for one think that there is still more to come from Floyd. We'll have to wait and see.

He has fought real champions that's why he is one of the handful of fighters to ever hold 3 lineal titles in 3 different classes (superfeather, lightweight, welterweight). Not to mention that he beat the lineal champ at jww too (hatton). At superfeather and lightweight Floyd will be argued as being one of the best ever in those divisions. People easily forget that floyd started his career at superfeather Don't just look at his ww stint to determine if he's great or not, look at his overall career.

Based on these victories alone he would already be considered a hall of famer. Now look at all the current and former LINEAL champs he's beaten not titlist:

I'm a fan of cotto but with all due respect he's yet to become the lineal champ of any division. He's beat former champs (Mosely and Judah), but he's not in the history books as a champion yet.not to mention hamed, mosley, and oscar wouldn't even fight him, and mosley and oscar waited until his speed diminished slightly before calling him out. and, hatton and cotto dodged him at 140, cassamayor and frietez ducked him, well maybe not cassa, but acelinto sure did, mosley dodged him at 135, kosta lost to hatton, who floyd knocked out, margarito calls him out when floyd was looking for a fight with oscar, and then fought a guy named baldomir who hadn't lost in 8 years, beat gatti and judah, held the wbc ww title, a title which floyd has always fought for, the title he held the highest, and most others did also, dominated him, beat oscar more convincingly than the socred indicated, and knocked the shit out of hatton. i'd put him top 3 skillwise with ray robinson and ali as overall skills go when it came to dominance, resume wise, i'd put him top 20, maybe top 15 as far as how fast he accomplished what he did, the greatest fighter of his era, bar none.

He's definitely a HOF boxer, even if he retires now and never faces Cotto.
