Seriously, Mayweather has 1 inch on him and 4lbs. Pacquiao is all about staying in the lower weight divisions, then balooning up to almost Welterweight size before he has to fight somebody. He's completely content to avoid the Welterweight division (a division he could easily make) altogether.
I can't say I blame him either, I'd rather stay below Welterweight and fight a bunch of retiring legends and overhyped prospects until I retire too. It beats having to step in the ring with serious threats and risk the dreams of an entire Nation.

He also started as a teenager... no amateur experience. Floyd fought around that weight in the amateurs I have heard.

You have to consider when Manny started fighting. He was barely 16. He was fighting at 122 by the time he turned 21.
Manny started his career in 1995 at 106. Mayweather was fighting at light flyweight in the amateurs in 1993.

They aren't that far apart in body growth... except Floyd kept moving up, drying out less and less for each fight, and Pacquiao has stayed in each class for as long as possible.
