It doesn't matter if he thought he needed steroids, the point is he probably used them. Needing steroids to be competitive against someone and using them for an extra advantage are two different things.
C'mon man you saw Toney's physique against Rydell Booker; he never looked so lean and so strong since. I'm 90% sure he was on something for that fight, if not for Ruiz. When you see a guy looking like he did against Rydell, and then like a soft piece of shit with no muscle tone against Ruiz, something is up.
Likely what happened is he used steroids against Booker and got off of them after the fight, but there were still traces left in his system when he tested for Ruiz.

Any trainer or doctor will tell you there are far better drugs used to heal muscle and soft tissue than nandrolone, and would question its use for that purpose.
Toney and Goossen couldn't even get their story right. Toney denied any usage while at the same time Goosssen came up with the rehab excuse.
