If Toney becomes Linear Champion at Heavyweight and then defends the title against legitimate contenders I actually believe that he should be ranked #1 P4P. He wins fights at heavyweight almost purely with skill.
The holder of the p4p title basically answers the question "who would be the best if size wasn't a factor?". Joe, Toney is good - don't get me wrong, but Mayweather would beat him in a p4p sense.

Yeah, but he don't even throw the left hook like Toney. He usually leads with the left hook - like Roy Jones.
The only time he throws short left hooks like Toney does is when the fighter is coming in with something and he moves and counters with it or beats them to the punch with a left hook
