I don't know about the most scandelous... A noteworthy mention is the Benn-McClellan fight. I thought Benn was allowed to punch to the back of the head way too often.

There was a string between the knocker and the bell, and so the sound was muffled when it was was rung to begin the round. The clock had been running for about ten seconds when the principles were informed that the fight had begun. If there hadn't been a problem with the bell, Jess Willard would have been counted out.
