Paul "The Punisher" Williams says that WBA welterweight champion Antonio Margarito can not call himself the best welterweight in the world until the two of them fight again. Williams won a twelve round decision over Margarito last year to win the WBO's version of the 147-pound title. Margarito's promoter Bob Arum turned down a $4 million dollar offer for a rematch with Williams. Margarito will face Shane Mosley on January 24 and then take part in a rematch with Miguel Cotto in June.

"He's a very good fighter. He proved himself against [Miguel] Cotto. When it comes down to it, who's the best in the weight class, he can't say he's the best. Everybody else can say he's the best. But those words can't come out of his mouth," Williams said to USA Today.

Williams may never return to 147, unless a big fight comes about. He recently vacated his WBO title and fights Verno Phillips on Saturday for the WBO's interim-title at junior middleweight. He says there was no reason to stay at 147.

"It makes no sense waiting around and you've got nobody to fight who they're going to put on TV. Why defend it when no one will challenge you? Nobody at '47 got the heart to step up to fight," Williams said.
