According to Floyd Mayweather Jr., he was advised by "Sugar" Shane Mosley to have Manny Pacquiao tested for performance enhancing drugs. Pacquiao dominated Mosley to a twelve round decision in May. Afterwards, Mosley made numerous comments where he referred to Pacquiao's punching power as being "different" from anything that he's come across in the past.
For the last two years, the biggest issue preventing a potential super-fight between Mayweather and Pacquiao is a mutual agreement, between both fighters, on the actual terms for a random drug testing protocol. The two sides have argued over the testing procedures, the format of the protocol and which company regulates the testing.
Mayweather continues to claim that Pacquiao's side is being resistant to a random drug testing protocol. But, Pacquiao and his promoter Bob Arum, the CEO for Top Rank, have claimed the exact opposite. In several interviews, Pacquiao and Arum have expressed their willingness to satisfy Mayweather’s request for a random drug testing protocol.
“Do your research. I talk to Mosley. Mosley is a guy, in his past, he used enhancement drugs, or whatever y'all want to call it," Mayweather said. "I talked to him after his fight with the guy and he said, 'Floyd, if I was you, I'd make him take the test.'”
