Pinky Mitchell was awarded the lineal Light Welterweight title in November 1922, after a vote. At the time his record was 8-2-3 (8 KO). This is not including Newspaper Decisions. If you include these decisions he'd have another 7 losses on his record whilst champion.
Despite losing several fights during his reign in which his opponent weighed in at the 140 lb. limit, the title never changed hands. Some of the fights he lost were initially billed as for the title but then this was changed after the event.
I find all of this to be rather seedy. The only concillation is that his successor (Mushy Callahan) beat a few of the men who beat Mitchell during his reign.
