Mayweather's legacy is cheating through drug testing your opponents while you get retroactive exemptions. USADA has officially been confirmed as aiding cheaters if you slip them money.

Cris "Cyborg" Justino has received a retroactive therapeutic use exemption from USADA for the banned substance she tested positive for in December. Justino is now cleared of any potential penalty. Justino is the most dominant female featherweight of all time. UFC just crowned its first female featherweight champion, Germaine de Randamie, last weekend at UFC 208. De Randamie has stated she may need hand surgery and would rather fight Holly Holm a second time, before Justino.

Then all of the information, evidence, and medical reports were sent to USADA to be analyzed so USADA could determine if everything is legitimate.
That is why it's a "retroactive" exemption. So the DCO doesn't have to make any decision in the heat of the moment and USADA can make an informed decision after considering all of the information and evidence.

As a result the WBC partnered with VADA (the WBC deserves major props for a real boss move) and non WBC guys like Bradley and Pac insist on VADA testing. They've certainly come a long way since being "the testing agency Donaire uses."
I remember seeing Panama Lewis ask for the black bottle that he mixed and low and behold Aaron Pryor surged with energy late in the fight with Alexis and badly ko'd him.
Ali took a PED ****tail to drop weight against Holmes, Floyd Mayweather started nothing the awareness about drugs in boxing.
