It happens when a people have been enslaved for 400 years and treated as subhuman for all that time. Such treatment and it deleterious effects over the span of generations will take more than generations to cure, than the minimal 50 years since the civil rights acts has allowed.

I'm assuming that the descendants of white European Christians captured and enslaved by Muslim Ottoman Turks for over 400 years have finally "gotten over" their slave history. This slavery ended around the same time as the end of the Civil War. So I suppose it took around 60 yrs, or the end of WWI to get over this sad history.

No they aren't. Blacks are most likely won't comply with police. They have a high prison population and murder rate that tells you they aren't being made into swiss cheese.
