US military, state and local law enforcement agencies would be an absolute cluster fuck due to dissention in having to carry out an attack on US citizens.

The government officials who gave such an order would be hunted down and killed. Point blank. Once you go down that route, there is no going back.

The U.S. Armed populace in a non nuke or biological war. Too many in government would be against the government attacking their own people and join the armed populace. Nobody trusts politicians and nobody(except psychos) wants to kill their family, friends, etc...

Don't think the government doesn't have a playbook for this sort of thing. Besides, look what happens when people lose their internet for an hour or the cable goes out, their whole world comes crumbling down. Uncle Sugar could get more than half of them to surrender with the promise of turning their phones back on.
