Manny refused OST, but Mayweather simply ran away and retired.

Refusing OST, sure, it might raise some suspicion if you're the Guilty before proven Innocent type...but OST isn't the standard. The NSAC tests are the norm for fighting in Vegas.
But running away? it's inexcusable and cowardly.

and yeah, they won't ever fight...but then again, neither of these fighters hold a candle to the ATG's in terms of courage and cojones.
