Why did Mayweather vs Berto do such terrible PPV numbers?

I remember certain fans belittling Floyd's "terrible" numbers, but then boxing's new great hope only managed to do 97k versus David Lemieux. That put 400k into perspective. Those numbers were actually pretty damn good considering the circumstance.
But to answer your question, Showtime barely promoted this fight. Choosing Berto as opponent was Floyd doing the bare to fulfill his six fight deal with Showtime

Hell Wilder vs Fury & Spence vs Garcia DID do good numbers. Sh^t man anyone doing 250k+ is doing pretty f#cking good. And anyone doing 1M+ more than once is a superstar in boxing.
So again Floyd vs Berto was good numbers for a regular PPV, but garbage numbers for a Floyd PPV cuz Floyd is a superstar.

550 k with Berto who was unranked is not a terrible number infact it shows how big of a draw Floyd is.
