Why do healthcare workers have to get tested?

I'm not asking about wearing one or not, I'm asking if they work then why the need to be tested still? If they don't work then why wear it

4. After touching patient

Lets say their colleague on took off their mask but touched the outside of it when binning it, the mask had some droplets on it. They washed their hands but not well enough that time. They then touch the handle to the entrance to the ward when they go out to get a sandwich.

A Dr has finished their shift touches the handle. They bite their finger nails on their walk to their car. A nervous trait they have.

The virus proliferates.

Dr is sick.

1) So if someone is working in the healthcare field, and they're wearing their mask and face shield, why do the healthcare workers still need to be tested?

2) If the reason is to make sure the healthcare workers don't have it, but isn't that what the mask and face shield is for, to protect from getting it?

3) If it's because there's still a chance that they can get it even with a mask and face shield, then why wear both at all, doesn't that prove it doesn't work?
