Guy overdoses, revived, then shoots the firefighter/medic

What the hell was the guy thinking shooting cops and the firefighter? He should have just let them search him, then cops run a background check, and when they find out he's a felon with a firearm, he'll be taken into custody and maybe serve some time, much better than this where everyone loses.

Those cops were too nice from the get go. The guy had prescription drugs that were not his, an he was probably on opiates or muscle relaxers, etc. they ignored warning signs.

I’m guessing they were to afraid to be called racist to follow normal procedures?
