it's not the proper protocol but it's what helps them catch the bad guys instead of waiting for a crime to actually happen first. because by then, it'll be too late, someone's loved ones would have gotten robbed, killed, etc.

i used to be against this too, but nowadays, i realized there is no point in trying to fight back. just obey, then when they realized that got the wrong person, etc. THEN that's when i talk my shiiet.

How did they know the black guy & white guy weren't in cahoots?

Obviously they thought the black guy was a criminal. While he's the lookout pretending to pick up trash outside the complex his white partner is in the building robbing apartments. Right?!
