The problem with the U.S. prison system is the gang mentality. Cultural divide and gang loyalty precludes any chance of rehabilitation. I suspect most Scandinavians that commit crimes do so against general society. In the U.S. prisoners seem to commit crimes against each other. Fear is a great influencer and as long as lifelong members of the state are allowed to intimidate short term members into doing their dirty work...most of those short termed will eventually become long termed themselves.
