Well my first suggestion was breed some super geniuses or at elast a higher number of geniuses, that affects very few people

If it was world scale eugenics it would be done softly so only 1 child for teh morons which isnt too harsh, cutting off nuts wouldn't be necessary, and smart/kind people would be allowed more and teh really really smart/kind people would be given incentives to have more kids.

Otherwise the dumb breed like mad which causes problems. Its unfortunate that smart people are so careful about having babies, and poor people are not.

The dumbos that disobeyed would be put in prison where they get 20 years of their life taken away without any form of entertainment, or they work hard to pay for their and other prisoners keep, and get released in 10 plus they get entertainment like TV
