The automatic voter registration policies that don't disproportionately affect minorities and the poor don't require ID and are better at protecting voter fraud than ID's are.

The ID laws are not really necessary, unless of course the goal is to deflate minority and poor voter turnout.

Automatic voter registration is an “opt out” policy by which an eligible voter is placed on the voter rolls at the time they interact with a motor vehicle agency (or in a few states with other government agencies) unless they actively decline to be registered.

"I suspect that they probably wanted more put out, but I was not interested in putting out summaries" that would trigger discussion and analysis until release of full report. (His memo did just that, though.)

Who’s gonna pay the fees? Who’s gonna take them to the Id place? Is an address required? Do they have to be able to read to apply for the Id?

Plenty of roadblocks. These have all been used before and still can be used to disenfranchise people from from voting.

Typical liberal mindset, assuming that minorities don't know how to get an ID or that they haven't got the resources to obtain one. If they can get to a supermarket, job, welfare office, immigration office, sporting event, concert, shopping mall, etc., they can get to a DMV for an ID card.
