But despite being required to do so, we aren't getting a budget passed yearly.

So in theory the lifer politicians can get around a balanced budget amendment by simply not passing budgets and getting by on those continuing resolutions, or whatever political term they use to denote where they can just keep spending more money without passing an actual budget.

They've set up the game so that they have pretty much a blank check. With OUR money, of course.

You've got a point. They'd just find a loophole to exploit.
