Under Regan the tax cuts dramatically lowered revenue and it then struggled to get back to average revenue the rest of his term. This plus soaring deficits is why Regan raised taxes a dozen times or more after the initial tax cut. This chart shows the complete lack of correlation between tax cuts and revenue increases.
