well if you are planning on doing something nefarious you have to do it right. buy a separate computer, always do it away from your house, connect to the internet try to use IP blocker. never use your own internet connection.
just know that every cctv camera and any device that can connect to the internet can be hacked by the government.
always wear a hat, glasses, and some kind of facial disguise. that's the only flaw in the system right now for the new anti terror facial recognition spy program that the american intelligence service uses.

As for hiding your IP address, there are plenty of ways to do it. You can use a commercial service, there are quite a few of them but I recommend this one...

Price is good and it works great. If you use that service, no one will be hacking your camera or system as they cannot get to your system directly.
Or you could simply use the Tor browser which hides your IP address from the sites you visit, replacing it with another random address from a random country. That will not help with being worried about getting your camera or system hacked, however, as it only hides your IP during browser sessions.
