A phone call is not probable cause by affirmation or oath.
Unless the police officer specifically saw illegal activity occur or evidence of illegal activity having been occured he had no constitutional right to violate her 4th amendment rights.
the police of the united states are a terrorists organization in ever sense of the word, intent on using violence and oppressive tactics to set precedent that allow them to invalidate the constitution and curry political policies they favor.
tis a shame how endlessly the state and federal governments work to pass unconstitutional laws knowing few outside politics have the power to take such laws to the supreme court for proper review.

You are correct that a phone call doesn't give an officer probable cause (to arrest - that's what probable cause means). However, it certainly provides the officer reasonable suspicion to make a Terry Stop. This was a Terry Stop and the officer did nothing wrong.
Its truly a shame because there are countless examples of officers make unlawful and racially biased stops of black Americans and THIS is what the public hears about. She is distorting the public's opinion on the issue. Make no mistake, African American's are not treated equally when it comes to stops, but this was not an unlawful stop.

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
Ok so what, she's a dumb b1tch. That isn't the same as "Another black person using the race card"....
Failed thread.
Actually she herself openly admitted playing the race card.
"In an audio recording made by LAPD Sgt. Jim Parker, who responded to the call, Watts’ boyfriend Brian James Lucas can be heard cooperating when an officer asks to see his identification. But Watts refuses to provide her ID and is later placed in handcuffs.
“There's no lewd acts happening … we're not doing anything,” Watts insists in the 24-minute recording obtained by the Los Angeles Times. ”Do you know how many times the cops have been called just because I'm black and he's white?” Watts says. “I'm just being really honest, sir.”
“Who brought up the race card?” Parker asks. “I'm bringing it up,” Watts responds."
