Unless the police officer specifically saw illegal activity occur or evidence of illegal activity having been occured he had no constitutional right to violate her 4th amendment rights.

You are correct that a phone call doesn't give an officer probable cause (to arrest - that's what probable cause means). However, it certainly provides the officer reasonable suspicion to make a Terry Stop. This was a Terry Stop and the officer did nothing wrong.

Its truly a shame because there are countless examples of officers make unlawful and racially biased stops of black Americans and THIS is what the public hears about. She is distorting the public's opinion on the issue. Make no mistake, African American's are not treated equally when it comes to stops, but this was not an unlawful stop.
