Hahaha, I think it's a tongue in cheek story but it's the very reason the guillotine was invented. The French wanted to have executions be painless so they invented the guillotine.

It makes sense, I mean one swipe and you are dead. This machine though would be a little bit to messy. It would be easier to just shoot someone in the head.
