IMO, yes he was.
- Wilkins had one dunk, the one handed windmill.
- Dr J's dunks by today's standards look pretty basic.
- Jordan was a style dunker but and was an evolutionary leap from Dr J, David Thompson, and Larry Nance but he lacked the power that VC brings.
- Kemp was ****ing dope: Style and power but he could never come through during a slam dunk contest. He always choked in the later rounds.
Vince had both style and power combined with creativity. Lebron and Blake are dope power dunkers but they don't have the style that prime VC had.

i remember watching jordan and carter having "in your face" slams on ***embe mutombo...
yes, jordan was artistic but carter's was just plain superior...
