I'm taking 'sampling' here to mean taking a portion of music exactly as it was produced by the previous artist, and including it in your music. When did the Beatles / Zeppelin ever do that? Of course every musician takes influence from others but that's different from just taking something outright. I don't see how you don't follow; I'm trying to distinguish the difference between being somewhat influenced at times (still requires creativity) against using someone else's work (takes very little).

The problem is that your generalizing Hip Hop. Not all producers do that. In fact my favorite producers don't do that. Havoc of Mobb Deep makes his own beats, he rarely uses samples at all and when he does is probably drums or a particular instrument. DJ Premier of Gang Starr is known for using vocals of other rap songs. He also takes like 2 seconds of a classic song and makes it in to a classic rap song. RZA too. Pete Rock as well.
