To answer your question, it is rare for one to get sick from a local injection of lidocaine - BUT for what you've described {That is not a local anesthetic procedure} Some form of mild general anesthetic will have to be used possibly with a spinal block.
And stopping and restarting a heart is NOT normally the solution to an irregular heartbeat ..... Normally a pacemaker is required to help regulate the pumping action of the heart Or a regime of pharmaceuticals.
But I've never heard of stopping and restarting the heart to solve the problem associated with arrhythmia's. And you also did not mention a critical element "A CARDIOLOGIST". Which would be required for any medical procedure involved with the heart.
Would like to hear more accurate symptoms and the associated diagnosis.
