losing 10m in salary doesn't mean we have 10m to spend.

to offer 10m we have to be 10m under the cap.

ex:

lakers payroll was 100m this year.

salary cap was 58 million.

we were 42 mil over.

to offer a FA 10 mil.... we would have had to cut 52 mill in salary first.

that's why lakers have had to use exemptions and minimums the last few years.
