Vermont allows crossover voting, so actually a lot of Democrats voted for Nickie Haley and that is what gave her the victory over Trump. Undoubtedly more Vermont Republicans voted for Trump than Haley, but she got enough votes from Democrats to give her a slight edge. It really doesn't matter since Trump has no chance of carrying Vermont in the General Election.

It boils down to it being the number of liberal "Vermont voters". They were urged to do exactly what they did to achieve the result it achieved. Tactic wouldn't have denied Trump a victory in any of the other states.
