It's their coach. Dude likes to experiment with the starting 11 too much. He rotates 8 players including the GK from one game to the next. Players who had great games found themselves on the bench the very next game.
He doesn't allow the team to gather any rhythm or momentum and as a result the team looks sloppy and unorganized. He did the same thing in the 2016 version of Copa America.
