So the new law outlaws what Putin himself did previously illegal when it comes to his earlier terms, and resets his rule, allowing him to serve two new terms under the new law.

Not as if Russia ever had any democracy. Putin never had a strong candidate to oppose him, ones that could have were jailed, exiled, threatened or killed. Never took part in any presidential election debates either....

Putin’s 5th term as “president”, 25th year as dictator, violates Russia’s Constitution being that it’s his 3rd consecutive term, whereas the lawful limit is two consecutive terms (or initially two terms. Period). His inauguration is day one of breaking Russia’s constitutional law....
