I'm going to go with Tarver for this one. Briggs's last two fights were pretty close and they weren't against anyone of Tarver's caliber.

True but Tarver has a punch, and Briggs went down once in past 2 fights and I'd say Tarver is much better Brigg's last two opponents. Tarver won't dominate the LHW division, but Briggs is not the man who is going to unseat him.

No they weren't. Especially not his most meaningful win, when he beat up Stipe Drews so badly the Euro was butting and kneeing, trying to get Briggs off of him. I'd definitely give the edge to Tarver, though, partly just cuz I have seen him fight, and I haven't seen Briggs.

I can't tell if you are disagreeing with me or not but I am going to assume that you are. Here are the scores against Drews: 115-109, 117-105, 113-109 add 3 back to Drews for deductions and its 115-112, 117-108, 113-112. Against Ruiz: 117-113, 116-112, 114-113.

You don't add back deductions. I mean, I see your point, but the theory behind deducting points is that fouls take away a fighter's ability, and so there has to be some sort of compensation, and that comes through in the scoring. And 8 rounds to 4 on two judges cards does not indicate a particularly close fight.
