    The traffic goes not only both ways between the Philippines and Thailand, it follows a veritable network of highways that also connect Indonesia, Japan and Korea. Lately, a number of Philippine promoters have also sent patsies to countries in Africa, some of whose promoters return the favor as a matter of common practice.

    Part of the problem is the lack of a multi-partite agreement among countries concerned, and the absence of mechanisms to enforce the agreements.

    The boxing commission in Thailand is not under any obligation (beyond the so-called "moral") to observe the licensing procedures of the Philippines and vice versa. Moreover, how can the Philippine boxing commission penalize Thai promoters for hiring unlicensed Filipino pugs?

    More on the matter of licenses: A fighter who may be refused a license by the Philippine commission may be given a license by the Thai commission, and thus becomes a licensed fighter with the right and privilege to fight in Thailand.

    Edwin Valero cannot fight on US soil but he's world champ after successfully campaigning outside of the US. The US was not able to impose its sanction on Valero outside US jurisdiction. How can the Philippines expect its unlicensed fighters to be deprived of licenses in other countries, especially if giving them licenses serve purposes that benefit those countries' fighters?

    Unless these and other questions are dealt with properly by all countries concerned and enforcement mechanisms are put in place, the beat shall go on.
