This is only partially true.
Some steroids do give you lean and proportional look. Bollo Young is just bulkey juiced.
For example, Brad Pitt, in fight club, was juiced like a ****, and he looked lean and proportional. Van Damme in his later movies looked mad jacked.
Ike might have been juiced, but he definately has excellent genetics. Even though he had tons of muscle, it does not appear to be hanging(yeah, you can appear to be lean and have lost of muscle and they can look like they are hanging off your skeleton, when you move).

People can get lean muscle and looked "juiced" or perceived to be juiced...I have a few friends that look like they have hit a cycle winstrol but it is genetic with them...I have known them since I was a kid and they have always had this look to their phsyique.

I posted these pics a while back, but if you look at this guy, would think he is doing steroids?
