It's a power struggle and we can't tell who will win. But of course we can't blame Wlad for fighting thr fight. I think the WBA belt could easily become meaningless. It's Sergei's belt that matters. Look at where people are putting Valuev in their lists.

I'm just assuming that if Valuev keeps the WBA belt and takes easy fights, then eventually no one will care.

the wearer of the belt reflects its importance. Wlad is #1 so the IBF is #1. the WBC was only #1 because it's the only belt Lewis felt like hanging on to (least corrupt at the time). right now the WBC is probably the most corrupt organization.
