Davis isn't a lightweight he's Jr Lightweight but the LW division is a terrible division thanks to the WBC.

If he wouldn't move down for Santa Cruz I don't think he'll move down for Gary Russell Jr. Gary would move up for that fight

I am not sure I understand the question but I think Pacquiao would beat Davis at 140 or 147. Pacuiao is the naturally bigger man and would strain a bit to make 135 and could not make 130 as Davis just did.
