IDK about IBF but I would say this:
When draw with prior champ loosing belt on scales, the contender should get an Interim belt.

Also if no 2nd ranked fighter exist [IBF Rank System] Interim champ picks one of the next top 5 ranked fighters to fight and become full champ [Farmer is 5th] with obligation to fight in 6 months a mandatory.
Mandatory contender will be chosen in the fight of 2 other top ranked fighters.

Alternative: Akhmedov Tajikistan vs Tevin Farmer (or any Top-5) for Interim belt, fighting next mandatory for full IBF belt.
