The 5 defenses rule was brought in in late 2009 and the only initial beneficiary was Sturm although a coupla other guys like Shumenov benefitted later. They quietly dropped it from the rules later though you can find it if you dig back through their archives. They still got the appendix showing how MWs required 10 defenses to get the super belt though (presumably the rules were adjusted in between Sturm getting it and GGG becoming eligible) whereas other weights only required 5. Couldn't make that ish up.

Their current rules just say they can make anyone they hell they please 'Super Champ', so they do...
I think they just realised that having an actual set of rules just kept making 'em look like asshats for breaking them all the time so they figure they'd just make one rule saying the Super Champion was whoever the hell they wanted it to be.Super Champion Status.
In exceptional circumstances, the Championships Committee and the President may designate a Champion (other than an Interim Champion) as a Super Champion. The President and Committee may establish criteria for a Super Championship. In such a designation, the Committee President may determine conditions and requirements of defenses and retention of such a title...
