Id be very weary of thinking of Davis as some tough guy because he acts like a thug and beats on midgets.

PBC doesn't match their semi-star fighters against fighters from other promotional companies. They've learned their lesson after the Wilder fiasco.

And Porter-Brook.
And Stevenson-Gvozdyk.

Im sure theres more, pbc is the outfit actually less involved in these fights, probably due to the high level of exposure that happens to their fighters in them.
