why arguably? ioka was de facto number 1 at minimum weight after his unification. then he won wba title at 108 which chocolatito vacated. he was their highest aka true champion. then he was wba champion at 112 and THE ONLY ONE briefly (being number 1 in the process) when chocolatito, estrada and casimero all moved up in quick succession. he's now clear wbo champion at 115.
i am sad estrada - ioka did not happen when wba mandated it. they were number 1 and 2 and the winner would be lineal. estrada ducked it at that time. then ioka got married and retired.

btw i probably wouldn't even follow boxing anymore if there weren't for japanese warriors. this was always the most important fight of this year for me.

However technically speaking, when Juan Francisco Estrada refused to face Kazuto Ioka, in electing to vacate and moved on to 'Superfly' ( in spite being ordered by the WBA to solidify said title with Kazuto Ioka ), you had to recognize Kazuto Ioka as the full champion -- Yeah I know, boxing politics suck.
