I believe all involved probably do want the fight, but the when of the matter relies on the economics and those economics are contingent on a big improvement in the pandemic.

I'm not convinced that circumstances will allow it to happen any earlier than the second half of 2021 and even then that is a fairly optimistic timeline, given the mutating virus. All it takes is for those vaccines failing to work on the new virus and this all goes up in smoke. The whole driving force behind the fight is that there are megabucks to be squeezed from it. But some sembance of normality is required to squeeze the juice from this particular orange. And we're still a long way from normal.
