But did admit to cheating and was busted for recreation drug use, before fights.

Seems Bobs upset because Miller popping again inconvenienced him from a business standpoint, and he is probably not alone in that view. Seems these promoters could care less about supporting cheats unless it hurts the bottom line.

There is obviously levels to PED issues, Canelo & Fury's tainted meats, BJS's nasal spray which was allowed in some jurisdictions, Whyte's energy drink & trace amounts, these all somewhat fall within a grey area of plausible, Miller just straight was caught cheating with multiple proper PEDs, dodged suspension via a technicality and Bob still signed him, he should be directing that question at himself.
