Its as clear as day Mannys management didnt want the fight in those days, I would bet Arum told Manny a pile of BS, and that hit home when Floyd met him personally at the ballgame, it came out Manny said he wasnt aware of what wasnt put to him.

You are thinking like a little kid and not adding up the evidence just jumping from one nothing story to another, add it ALL up and there is only one conclusion, Team Pac used the PED testing demand to avoid the fight during 2009 to 2011 .

One more thing, the lawyer said. Manny would like a weight penalty: $10 million for every pound over the 147-pound limit. "To me," says Espinoza, "it was an ask designed to blow up the fight." He relayed the request to then Golden Boy CEO Richard Schaefer, fully expecting it to be rejected. Fifteen minutes later Schaefer called back with a yes.
Drug testing, however, was a real obstacle. According to DuBoef, random blood and urine testing hadn't been part of negotiations. "It just showed up in a contract," he says. Mayweather's side tells a different story: Blood testing was in the original draft; Top Rank just kept deleting it, and when presented to Pacquiao, it was rejected, on account of the fighter's fear of needles. "That was funny," says Leonard Ellerbe, CEO of Mayweather Promotions, "because he has tattoos." Eventually Pacquiao agreed to testing—within limits.
The bottom line is. Manny agreed to all. Say it again. All of Floyd's ost demands in 2010. Way before 2012.
Theres proof to back that up. That settles the thread starters question.
To make it stick even further he sued Floyd in court and Floyd's camp settled out of court with a public apology. From that point Floyd put up Roadblock after roadblock because he didn't want that 2010 smoke. It'll be alright Floyd boy, he wanted to fight a low risk version of Manny anyway.

A cut off date was on the table, Manny started at 24 days, then he agreed to 14 days that was enough. He was clearly trying to make the fight happen. Anything past 14 days that was clearly Floyd's issue.
