It's obvious that promoters will keep things in-house as often as they can get away with it.
Having only one world champion per weight class would make boxers have to fight someone from "the other side of the street" eventually, to get to the top. But that is only a dream for now.
Maybe the tv networks could stop signing exclusive deals with promoters/managers? Instead offer dates and paydays only for the best matchups?
ESPN and Fox are both powerful enough to have an impact in that way.
