Andy Foster, the executive director of the California State Athletic Commission, tells The Athletic he ordered Flores’ $80,000 purse withheld and requested he appear before the commission to explain “the unusual nature of the fight being stopped.”
“It’s very rare, we hardly ever do this,” Foster said.
