He's probably mixed. Even though the pictured dad is not his biological father, I can tell you from my experience in Puerto Rico that when people are of mixed ancestry you tend to get individuals with significant variations in skin/eye/hair color and texture (for hair), even when certain phenotypes run dominant in a specific family.

if his real dad is Jamaican then there is a possibility his dad's ancestors were possibly middle eastern/south Asian, if you look at the demographics and British colonial history, they shipped over poor Indian workers from Gujrat in India to work on the sugar plantations in the Caribbean in the late 18the century. just look further up in Guyana you will see nearly 50% of the population are Indian and Guyana isn't far from the Caribbean.....
